Designing, Conducting and Evaluating Functional Exercises

GOAL
The goal of this workshop is to provide emergency public health planners with the concepts and tools needed to develop, conduct, and evaluate an exercise that will challenge specific performance objectives of a health department.

OBJECTIVES
At the conclusion of this workshop, participants will be able to:
• Construct a hazard impact profile for a jurisdiction that will be the focus of an exercise
• Write three SMART objectives that can be incorporated into an exercise
• Develop a Master Sequence of Events List of messages to drive the flow of an exercise
• Develop evaluation procedures for observers to use during an exercise
Describe the key components of an After Action Report

PRE-REQUISITES
Participants should have experience in designing and conducting tabletop exercises.

CONTINUING EDUCATION
1.4 Continuing Education Units (CEUs) will be offered.

AGENDA
Day 1
9:00am-12:00pm
• Scoping the Exercise: Developing a community profile, hazards and risks, and impact modeling of hazards on a local community; types of exercises, participants, partners and sites; grant and local local authority requirements.

• Activity: Community Impact: Participants will be divided into two groups (one a natural hazard and the other a bioterrorism hazard) from which they will assess the characteristics of the hazard, identify partners, likely impacts, and demographics.

1:00-4:00pm
• Goals and Messaging: Defining the exercise objectives to be measured; writing objectives; writing and implementing a Master Sequence of Events List (MSEL) to drive the exercise.

Day 2
9:00am-12:00pm
• Activity: Constructing Messages: Each group will develop the messages that will comprise the MSEL for their respective hazard.

1:00pm-4:00pm
•Evaluation and Reports: Types of evaluation tools; selecting observers; key components of an After Action Report.

Day 3
9:00am-2:00pm - Working Lunch
• Activity: Mock Exercise Demonstration: Each group will deliver their exercise to their counterpart group for response. Constructed MSELs will be utilized, observers will track anticipated responses, and a debriefing will be conducted.
